Is this luck or what

I was fishing in my kayak when a storm came up and I started to row to the dock. Mr. Moron In A Motor Boat sped by me at about ten feet away and swamped me, causing me to nearly go overboard in the storm. As he appproached I gave him the universal "slow down" sign with both hands.  As he went by I gave him the universal "is this your IQ or your sperm count" sign with one hand.  When I got back to my car, dragging my kayak, I discovered my car keys and cell phone (in a transparent plastic waterproof case) were gone. I was stuck! Did I maybe drop them at the boat ramp? I walked back and checked, Nope. The people putting their boat in (by now the rain had stopped) asked what I was doing. They loaned me their cell phone so I could call for help. I called my wife who gets off work at five (it was 1) and sat down by my kayak for the long wait. Many, many mosquitos had lunch. In fifteen minutes, the guy who loaned me the cell phone came up and said, "It's your lucky day, Mister- we saw your keys and cell floating out in the harbor!" It's a big body of water and the transparent case must have looked like a tiny jelly fish and the seas were mighty choppy. How could the only people on the water who knew I lost the case have even seen it? Should I or they have played the lottery? All best to you Sandy Cohen, author of The Viper's Son and Revelations, A Novel
